Hydrogel or Water gel
You don't even need the powder you can just use the lining of the diaper after you cut it in half.

this is what they use in films for fake snow (sometimes) this is usually done by pouring the water into the powder and it absorbs all the water and swells and it also goes cold so yeah im sure it does feel like snow 🙂

Well it's just like the polymer balls or otherwise known as water balls but it's just absorbing the water
