  2. Bottom line is the romans knew they couldn't go on forever taking over land and population, they would be bouncing from conflict to conflict in a endless loop. Not to mention so many different people, where you wouldn't have loyalty to the empire but to their own tribe. I believe that's why I believe the west failed first.
