I think that it is caused by the atmosphere being drawn into the bag and doubling the one breath that was blown into the bag.

NOT THE SCIENCE EXPERIMENT,but the person who said,"A air bag, really".Oh and it's supposed to be AN air bag.
The fast moving air close to the bag where you are blowing creates a low pressure area near the opening of the bag – Bernoulli's Principle, and air gets sucked into that low pressure area.
